Dr. Omer brings decades of specialist experience in Iraq’s energy sector to Al Jabal’s practice. His career has been built at the intersection of law, government, and the operational realities of Iraq’s upstream and midstream oil and gas industry, giving him a perspective on the country’s energy legal landscape that is unmatched in private practice.

Dr. Omer has advised on Technical Service Contracts (TSCs) between the Iraqi Ministry of Oil and the world’s largest international oil companies, providing counsel on contract interpretation, performance disputes, and the evolving legislative framework governing hydrocarbon extraction in Iraq. His institutional relationships within the Ministry of Oil enable Al Jabal’s clients to navigate the legislative landscape with clarity and foresight that no other firm can offer.

With an extensive legal career spanning 18 years of practice, Omer possesses a robust academic background that perfectly complements his professional experience. He first laid his educational foundation by earning his Bachelor’s degree from Al Turath University. Driven to advance his legal expertise, he continued his postgraduate studies in Jordan, where he completed his Master’s degree at Al Israa University. Dr. Omer ultimately reached the pinnacle of his academic journey in Egypt, earning his Doctoral degree from the esteemed Alexandria University and cementing the profound knowledge he brings to his nearly two decades of legal practice.

Sarmad Essam is the founding Managing Partner of Al Jabal Law Firm and Iraq’s foremost authority on foreign investment law. Over a career spanning more than two decades, Sarmad has served as the trusted legal advisor to the boards of multinational corporations navigating the complexities of market entry into post-2003 Iraq, a period of legal reconstruction and extraordinary commercial opportunity that he helped shape.

He specialises in the National Investment Law, Iraqi Companies Law, and the regulatory architecture governing foreign-owned entities operating in the Republic. His practice also encompasses Iraqi banking law, advising clients on the legal and regulatory requirements governing the banking sector and representing them in banking-related litigation.

His transactional experience includes some of the largest joint ventures, acquisitions, and corporate restructurings in modern Iraqi commercial history.

Adnan Al Amri specialises in corporate compliance and company registration in Iraq, including the registration of branches of foreign companies. He brings extensive experience in tax and social security compliance, helping domestic and international clients meet their obligations under Iraqi law.

At Al Jabal Law Firm, his practice covers company incorporation, foreign branch registration, and ongoing corporate, tax, and social security compliance. He guides clients through registration procedures and advises on the statutory and regulatory requirements governing their operations, drawing on many years of practical experience in these areas.
